The Department of Human Resource and Administration is mandated to manage and develop the human capital of the Council, while providing administrative, secretarial, logistical, and security services. Its overarching goal is to ensure optimal staff performance, effective operations, and institutional efficiency across all Council functions.

Organizational Structure
The Department is headed by a Director – Human Resource and Administration (LGSS05) and comprises three sections:
To manage staff recruitment, development, performance, and welfare systems, while ensuring institutional adherence to employment laws and policies.
Key Functions:
To provide administrative and logistical services and act as the Secretariat to the Council and its Committees, thereby supporting efficient governance and service delivery.

To enforce law and order on Council premises, markets, and public transport facilities, while protecting Council assets and personnel.
